Newberry Correctional Facility Release Outcomes

Newberry Correctional Facility is operated by the Michigan Department of Corrections. Its physical location in Luce County does not turn an NCF departure into a county jail release. A person who leaves NCF on parole has physically left prison but remains in MDOC legal custody and must follow community supervision. A person whose relevant MDOC jurisdiction ends is discharged. Someone transferred from NCF to another prison remains incarcerated.

The first field to read in Michigan OTIS is Current Status. “Parolee” paired with a Date Paroled and supervision location supports prison departure into parole. “Discharged” paired with a discharge date supports the end of MDOC jurisdiction for the relevant status or sentence. “Prisoner” is a current state-custody signal. OTIS is the primary public route for current MDOC prisoners, parolees, probationers, and people discharged within three years of supervision discharge. It does not cover county jail-only cases. Use the six-digit MDOC number when available because it is more precise than a name. When searching by name, compare the MDOC number, demographics, sentence county, court file, and offense details before relying on a profile.

1. Open OTIS from the official MDOC site and enter the MDOC number. If it is unknown, search by last and first name.
2. Review status and location in the results. Do not describe a “Prisoner” result as released.
3. Open the matching profile and compare identifiers, court file, sentence county, and active or inactive sentence blocks.
4. Read Current Status first. Then check Date Paroled, Supervision Begin Date, Supervision Discharge Date, Discharge Date, and Discharge Reason.
5. Treat Earliest Release Date and Maximum Discharge Date as non-event fields. Ask MDOC when an actual release or discharge field appears unclear.

A profile can contain more than one sentence. Read sentence-level entries rather than relying only on a top label. OTIS keeps discharged people in public view for three years after supervision discharge, subject to its rules. A valid set-aside can suppress a record sooner. For an older or missing release, request a specifically identified document from MDOC Records Retention or FOIA and consult the sentencing court.

OTIS also excludes county jail and city lockup prisoners, jail-only sentences, people not yet sentenced, exempt information, and people beyond the public post-discharge window. Some older profiles lack electronic photographs. None of those limits turns a no-result into proof of release. Recheck spelling and identifiers, confirm whether the case ever entered MDOC, and use the sentencing court or records office when the public profile cannot answer the question.

Newberry Correctional Facility Release Context

The official facility page says NCF opened in 1996 on part of the former Newberry Regional Mental Health Center site. It is a Level I adult male institution with 1,108 total beds, including 1,104 general-population beds and four temporary-holding cells. These figures describe the institution. They do not establish the status of any named person.

NCF’s public description includes academic, substance-use, cognitive, violence-prevention, library, recreation, religious, and medical programming. Completion or participation in a program is not an actual release field. Likewise, the security level or capacity cannot predict a parole outcome. Only the Board process, release action, and later status record can do that.

Newberry Correctional Facility Release Dates

Michigan uses distinctive date labels. The Earliest Release Date is also described as the Parole Board Jurisdiction Date. It marks when the Board first gains authority to consider release, not a promise that parole will be granted. If the Board denies parole, the person remains confined and may be reconsidered. Michigan’s truth-in-sentencing framework for covered offenses generally requires service of the full judicial minimum, not a generic percentage estimate.

Maximum Discharge Date is a potential sentence endpoint under the applicable calculation. Consecutive sentences, new sentences, misconduct, court corrections, lawful credits, parole violations, or recalculation may alter displayed dates. Older credit-eligible cases can have additional rules under MCL 800.33, while disciplinary time for covered truth-in-sentencing cases is addressed by MCL 800.34. Neither projected field confirms that a past exit occurred.

Once the person leaves on parole, Date Paroled is the key physical-release field. The assigned supervision office may be far from Luce County because facility location does not dictate the community destination. Supervision Discharge Date or Discharge Date later shows the end of the relevant MDOC authority. These separate dates should not be collapsed into one “release date.”

Newberry Facility History and Release

NCF’s use of a former regional mental health center site is a notable local fact, but history cannot answer a current custody question. The same is true of program descriptions and bed counts. They tell what the institution is, not whether one person left. A release claim needs a dated event attached to the correct MDOC profile.

When an OTIS profile appears inconsistent, save the date viewed and ask the right office. Court-derived errors start with the sentencing court. Supervision-related errors go to the assigned parole or probation office. MDOC says it corrects information when directed through a court order or supervising agent. Newberry Facility Versus Luce Jail Releases

The same words, “released in Luce County,” can describe two unrelated processes. A local detainee may have been arrested by Luce and physically released by Alger County Jail. An NCF prisoner may be paroled or discharged by MDOC. The first process calls for a booking/release sheet and Luce court record. The second calls for OTIS, MDOC records, and sometimes the Parole Release Unit.

Do not use the county jail’s lack of a roster to interpret a state prisoner’s status. Do not use OTIS to search for a jail-only detainee. If a county jail transferred someone to NCF or another MDOC institution, the physical jail exit was a transfer and the person remained in custody.
